In a significant legal development, the High Court of Delta State has issued an ex-parte injunction restraining the Inspector General of Police (IGP) and the Nigeria Police Force (NPF) from resuming the enforcement of the tinted glass permit policy across Nigeria.
The order was granted on Wednesday, 17th December 2025, by Honourable Justice Joe Egwu, sitting at the High Court of Justice, Orogokpe Judicial Division, Delta State.
Court Bars Police from Harassment and Extortion
Beyond halting the enforcement of the tinted glass permit policy, the court also expressly restrained the police from harassing, arresting, detaining, or extorting citizens and motorists under the guise of enforcing the said policy.
According to the order, the injunction will remain in force pending the hearing and determination of the substantive suit before the court.
Background of the Case
The injunction follows a suit filed by Mr. Israel Joe, a Nigerian citizen, who approached the court to challenge the legality and enforcement approach of the policy.
Mr. Joe was represented by a team of lawyers led by Kunle Edun, SAN, who successfully argued the motion ex-parte before the court.
Impact of the Order
This ruling effectively halts the earlier announcement by the Nigeria Police Force, which had indicated plans to resume enforcement of the tinted glass permit policy nationwide on 2nd January 2026.
Until the substantive matter is fully heard and determined, the police are legally barred from taking any steps toward enforcement of the policy or using it as a basis to interfere with the rights of motorists and citizens.
